The government has virtually unlimited regulatory authority over trade union activity. Trade unionists in the late 1980s represented only 2 percent of the labor force. Many workers belong to some 113 affiliates of the Confederacion Paraguaya de Trabajadores (Confederation of Paraguayan Workers).
