Zimbabwe is divided into eight provinces and the cities of Harare and Bulawayo, which have provincial status. Each of these units are governed by a provincial council. The powers of the provincial administrations are closely circumscribed by the central government. Beneath the provincial councils are dozens of district councils, rural councils, town councils, and municipal councils. At the lowest level of administration are village development councils and ward development councils.
