Niger, in cooperation with world health services, is attempting to control widespread diseases such as yaws and helminthiasis. The government enforces the provisions of some labor and health legislation, but most welfare services are left to the complex, traditional tribal and family social system. In 2002 the average life expectancy at birth was 42 years; the infant mortality rate was 122 deaths per 1,000 live births in 2002.
