The DRCís legal system is based on Belgian law and on local traditions. The highest court is the Supreme Court in Kinshasa. There are also county courts and courts of appeal. The president appoints all judges. However, this system has not functioned since Kabilaís takeover, and administrators, often military officers, have assumed judicial functions.
