Government, ExecutiveThe new constitution gave the president, who is head of state, broad executive powers. He or she is elected by direct vote for a term of five years and may serve no more than two consecutive terms. The president appoints the prime minister, who presides over the council of ministers. The council’s members are appointed by the president upon the recommendation of the prime minister.
